You don't have to be a member to rent!
You do need prior boating experience, or you can bring an experienced boater with you to captain your vessel.

(Licensed captains are also available to skipper your party when you arrange for one in advance when you reserve the boat.) You must also be at least 21 years old, have a valid driver's license and a Mastercard, Visa, American Express or Discover card.

To reserve your boat:

Have a major credit card handy to provide the Club Nautico staff in order to secure your confirmed reservation. You may cancel up to 48 hours in advance for any reason. If the weather turns too ugly the day of your rental, you may cancel your reservation by calling the center for a cancellation confirmation number.

One, two, three...Go! 
Then the experienced Club Nautico staff will take care of all the details for you--full fuel tank, coast guard approved safety equipment, navigation charts and VHF marine radio all go along for the ride. Upon return, simply pay for the fuel, oil and incidentals you consume.
